While tricky, Subtitle Edit can in fact change a subtitle's frame rate from 23.976 to 25fps. If the frame rate of your DVD is 25fps then OCR-ing the DVD's in-built subtitle would be my first choice. While downloaded srt subtitles from or are mainly derived from ripped Blu-rays rather than DVDs, with different frame rates and run-times, it can, via Subtitle Edit, be possible to get them to match. It is hands-on and you need to pay attention to ensure the software is correctly 'reading' the subtitles it's converting, but it usually works well. Next load the MKV into Subtitle Edit and its OCR capability will allow you convert the usually image based subtitles into SRT text versions. Use MakeMKV to Rip the disc to an MKV, ensuring you keep the subtitles you need within the MKV you're creating.
